Applies the output limits: at most MAX_TOOL_BLOCKS blocks, MAX_TOOL_TABLE_ROWS rows and MAX_TOOL_FILES files per block, and text past MAX_TOOL_TEXT_LENGTH characters cut with “…”. Truncating (rather than failing) means a huge response body still shows its start.
